How The Work Runs
Why This Became Urgent
The European Accessibility Act has applied to newly published digital services since 28 June 2025. Two things have changed since:

Penalties are set by each member state rather than centrally, and the range is wide, from around €60,000 in Ireland to roughly €900,000 in Sweden. The point is not the ceiling; it is that there is now an authority whose job is to look.
Who It Applies To
The Act covers consumer-facing products and services sold in the EU, and online shops are named explicitly. It reaches any company selling into the EU, whether or not the company itself is based here.
In practice, if you take orders or payments from the public through a website, assume you are in scope until someone competent tells you otherwise. There are exemptions (microenterprises providing services are treated differently), and establishing which side of that line you fall on is part of the audit rather than something to guess at.
The Standard, Precisely
Compliance is demonstrated against EN 301 549, the EU’s harmonised ICT accessibility standard. The version currently cited, v3.2.1, incorporates WCAG 2.1 Level AA in full.
A revision (v4.1.1, incorporating WCAG 2.2) is expected to publish during 2026, after which it must be cited in the Official Journal before it becomes the operative standard. Work done to 2.1 AA today is not wasted: 2.2 adds nine success criteria on top of it rather than replacing anything.
An overlay widget is not compliance. Several EU enforcement actions and US lawsuits have targeted sites running one. The fixes go in the markup.
What This Is Not
It is not a scanner report. Automated tooling reliably catches perhaps a third of real failures (contrast, missing alternatives, some labelling), and is blind to the ones that matter most: whether a keyboard can complete checkout, whether focus order follows the visual order, whether an error message is announced at all.
Those are tested by hand, on your actual journeys, which is why this is priced as work rather than as a subscription to a tool.
